This logo originated with 2 Staffel Jagdgeschwader 71 (JG 71) prewar. They called themselves the "Chamberlain Staffel" after the then current Prime Minister of Britain.  The figure is a "verschnupfte Rabe" or "runny-nosed Raven". Those are not tears. The logo was used without the text.

When 2/JG 71 became II/JG 51, they added the text "Gott strafe England!" or "May God punish England". This was used by II Gruppe until the fall of 1943. Typically it was painted on the fuselage, usually between the Balkenkreuze and the tailplane of the Bf-109s they flew.
